I have the honour to acknowledge the receipt
of your despatch No.259 of 16th November, 1899. There appears
to be a misconception in paragraphs 3 and 4. It was
not proposed to appoint an Assistant Superintendent of
Police for Victoria, nor was it proposed to appoint an Assistant
Superintendent for special duty in the New Territory.

2. The police force of the Colony consists
at present of 129 Europeans, 350 Indians, and 348 Chinese,
making a total of 827 men. The force is distributed in 32
stations scattered over the New Territory, the islands of
HongKong, Lantau, Lamma, and Kat O. I consider it of very
great importance that effective supervision should be exercised
